LOU Jiwei, the Han Nationality, was born in December 1950. He graduated from the Department of Quantitative and Technical Economics of Chinese Academy of Social Sciences (CASS) with a master’s degree in Economics. From 1988 to March 2013, he served as Deputy Director-General of the Office for Economic Restructuring of Shanghai Municipal Government, Director-General of the State Commission for Economic Restructuring, Vice Governor of Guizhou Province, Vice Minister and Deputy Party Secretary of the Ministry of Finance, Deputy Secretary-General of the State Council (Ministerial Level), Head of the Preparatory Group for China Investment Corporation, and then Chairman, Party Secretary and CEO of China Investment Corporation. In March 2013, he started to serve as Minister and Party Secretary of the Ministry of Finance. In November 2016, he was appointed as Chairman of National Council for Social Security Fund. He was member of the 16th CPC Central Committee for Discipline Inspection, alternate member of the 17th CPC Central Committee and member of the 18th CPC Central Committee. He is Standing Committee member and Chairman of the Committee of Foreign Affairs, the 13th CPPCC National Committee.
