Secretary, Party Committee of the People’s Bank of China; Chairman, China Banking and Insurance Regulatory Commission Government
Mr. GUO Shuqing was appointed Secretary of CPC PBC Committee and Deputy Governor of People’s Bank of China (PBC), as well as Chairman of China Banking and Insurance Regulatory Commission (CBIRC) and Secretary of CPC CBIRC Committee in March 2018. Mr. GUO is also a member the 19th CPC Central Committee. Mr. GUO has extensive working experience in local governments, central bank, regulatory authorities, and leading financial institutions. Prior to his current appointment, Mr. GUO held various positions including Chairman and Secretary of Party Committee of the former China Banking Regulatory Commission, Governor of Shandong Province, Chairman of the China Securities Regulatory Commission, Chairman of the China Construction Bank, Deputy Governor of the People’s Bank of China, the Administrator and Party Secretary of the State Administration of Foreign Exchange, Vice Governor of Guizhou Province, and etc. Mr. GUO specializes in a wide variety of macroeconomic and financial issues. He is a well-known scholar of economic theory and a key policy-maker in the government’s initiatives to advance fiscal, taxation and financial reform. Mr. GUO was born in Inner Mongolia Autonomous Region in 1956. He received his Bachelor Degree in Philosophy from Nankai University in 1982, and Master degree in Scientific Socialism as well as a Ph.D. in Law from the Chinese Academy of Social Sciences in 1985 and 1988 respectively. He was a visiting fellow at Oxford University.
