CHANG Junhong

Director, the ASEAN+3 Macroeconomic Research Office (AMRO) International Organizations and Other Institutions

Dr. Junhong Chang began to serve as Director of ASEAN+3 Macroeconomic Research Office (AMRO) on May 27, 2016.

Previously Dr. Chang was Deputy Director General of the Department of International Economic Relations in the Ministry of Finance (MOF) of China, responsible for China’s engagement with major multilateral platforms such as G20 Finance Ministers and Central Bank Governors Meetings and ASEAN+3 Finance Ministers and Central Bank Governors Meetings, and for bilateral economic and financial dialogues between China and other major economies. Dr. Chang joined MOF in 1995, and had assumed numerous senior positions in the Department of the World Bank, the International Department, the Office of External Economic Cooperation, and the Department of International Economic Relations. She also served as the Alternate Executive Director for China at the World Bank Group from 2009 to 2010, and Advisor to the Executive Director for China at the Asian Development Bank from 2002 to 2004.

Dr. Chang possesses rich experience in multilateral and bilateral economic and financial fora and international financial institutions. She has contributed years of public services to G20, ASEAN+3, APEC and other multilateral financial processes, and led on bilateral economic consultation and negotiations between China and other major economies. Particularly Dr. Chang was intensively involved in the Chiang Mai Initiative Multilateralization (CMIM) negotiations and the whole process of AMRO establishment. She has profound insights on global economic issues, international finance, development and financing for development, and regional financial cooperation.

Dr. Chang graduated with a Master of Engineering degree from the Management School of Tianjin University in April 1995, and held a Ph.D. in Economics from the Institute of Asia Pacific Studies of Chinese Academy of Social Sciences (CASS) in July 2012.

AMRO is a regional international organization established by ASEAN+3 members. AMRO’s mandate is to contribute towards ensuring the economic and financial stability of the ASEAN+3 region through conducting regional economic surveillance and supporting the implementation of the CMIM regional financial arrangement.
