Li Wei

President (Minister), Development Research Center of the State Council Chair

From March 1988to 1991, Mr. Li Wei worked successively as a secretary in Shanghai Municipal Government and Shanghai Municipal Party Committee. He became a secretary at the General Office of the State Council in April 1991. He was appointed as Director of the Premier’s Office in March 1998. Later in June, he also began to serves Vice President and member of the CPC Leading Group in the Research Office of the State Council. Mr. Li became Vice Chairman and member of the Party Committee of China Banking Regulatory Commission in March 2003.In October 2005, he was appointed as Vice Chairman and Deputy Secretary of the Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council. He became the Secretary of the CPC Leading Group and Vice President of Development Research Center (DRC) of the State Council in July 2010, and then became President and Deputy Secretary of the CPC Leading Group of DRC since March 2011. During his appointment as the President of DRC, he assumed posts as the Chairman of the China Development Research Foundation (CDRF) in January 2017; as the President of the Center for International Knowledge on Development (CIKD) in April 2017; and as the Member of the 13th Standing Committee and Chairperson of the Population Resources and Environment Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) in March 2018.


Mr. Li has long engaged himself in the practical work and policy research related to macro-economy, financial regulation, reforms of state-owned enterprises (SOEs), management of state-owned property rights of enterprises, policy-based bankruptcy of SOEs, management of SOEs’ investment in financial derivatives, and informatization of enterprises. When working as the person in charge in the ministries, he led the national restructuring of rural credit cooperatives during 2003-2005 and the implementation of the2005-2008 Plan for Policy-based Bankruptcy of SOEs. Mr. Li has published more than 300 papers and articles on economic and social issues in major Chinese and international newspapers and journals. He co-authored, as the principal one, Financial Instruments and Insurance Accounting. He was the chief editor of Research on Key Areas and Advancement Mechanism of Reform, and China’s New-Type Urbanization: Paths, Models and Policies. He has been leading a series of major research projects on reform, people’s livelihood, urbanization, China’s energy strategy and macroeconomic analysis.


Mr. Li’s current research focuses on policies related to macro-economy, energy strategies, collaborative development of Beijing, Tianjin and Hebei, new-type urbanization, reform of SOEs, China’s high-level think tanks as well as third-party policy evaluation. He received, among others, a Special Prize and a First Prize of China Development Research Award.
