Liu Kun

Minister, Ministry of Finance Government

LIU Kun, born in 1956 in Guangdong Province, is the Finance Minister of the People’s Republic of China. Mr. Liu holds a bachelor degree in Finance at Xiamen University, and a master degree in Economics at Guangdong Provincial Party School.


Mr. Liu has extensive experience in fiscal reform and the research of fiscal policies. From 1988 to 1997, he was the Deputy Director and then Director of the General Office of Guangdong Provincial Government. From 1997 to 2001, he was the Deputy Director General of the General Office of Guangdong Provincial Government. From 2001 to 2002, he served as the Deputy Secretary General of Guangdong Provincial Government. From 2002 to 2010, he was the Director General and Party Chief of the Finance Department of Guangdong Province. From 2010 to 2013, he was the Deputy Governor of Guangdong Province. From 2013 to 2016, he was appointed as the Vice Minister of the Ministry of Finance. From 2016 to 2018, he was the chairman of the Budget Work Committee of the National People’s Congress. In March 2018, he was appointed as the Finance Minister of China.
