On December 4, 2021, The China Development Forum For the Rising Business Leaders was held online with the theme of " Innovation and Breakthroughs in a Changing World". The conference was supervised by the Development Research Center of The State Council and hosted by the China Development Research Foundation. Zhang Laiming, Vice President of the Development Research Center of The State Council, delivered a welcome speech. Li Wei, Chairman of the Committee of Population, Resources and Environment of the CPPCC National Committee and Chairman of the China Development Research Foundation delivered a keynote speech at the opening ceremony. The opening ceremony was presided over by Fang Jin, vice Chairman and Secretary General of China Development Research Foundation.

At present, the world has entered a period of accelerated change unseen in a century. The theme of the summit was "Innovation breakthroughs in the Changing World", and in-depth discussions were held on a series of topics, including seizing innovation opportunities, improving innovation ecology, promoting science and technology to enable common prosperity and green development.Since 2000, the Forum has served as an important bridge for policy communication between the Chinese government and business communities, international organizations and academia around the world, with the goal of pursuing common development through dialogue with the world. The one-day Young Entrepreneurs Summit will be held in 13 sessions, including the opening ceremony, panel discussions and closed-door meetings. More than 300 representatives from the Chinese government, international organizations, leading enterprises at home and abroad and academia are invited to attend the summit.
