Established in 1994, Agricultural Development Bank of China (ADBC) is the only agricultural policy-oriented bank which is under the direct administration of the State Council in China. The mission and objective of ADBC is to raise funds through market on the basis of state credibility, and act as a strategic pillar of the country in supporting the development of agriculture, rural areas and farmers. Currently, ADBC has a nationwide service network consisting of 31 provincial-level branches, 334 prefecture-level branches and 1,826 county-level sub-branches with more than 50,000 employees.

ADBC has been committed to fulfilling its "three-in-one functions" by implementing the will of the state, serving the need of agriculture, rural areas and farmers as well as following the rules of banking. It strives to serve the national food security, poverty elimination, agricultural modernization, urban-rural integrated development, and key development strategies through fueling accumulated support to the less developed regions as well as key areas and weak sections related to agriculture, rural areas and farmers. The agricultural loans provided by ADBC has exceeded 550 billion yuan on average each year in recent years. As of the end of 2017, the total assets of ADBC amount to 6.22 trillion yuan with loan balance standing at 4.68 trillion yuan, allowing the bank to fully play its pillar role as the backbone of China's rural finance.
