Abstract

Deepen the economic system reform to enable the market to plays a decisive role in resource allocation, uphold and improve the basic economic system, accelerate improvement of the modern market system, the macro-control system and the open economic system…, in order to make the economy more efficient, fair and sustainable.

Establish a unified urban and rural construction land market. Permit to transfer, lease and buy shares of rural collective operation-oriented construction land under the premise of meeting planning and land use control, and implement equal market, right and price policies for rural land with state-owned land… Expand the scope of paid use of state-owned land, and reduce non-public welfare land allocation. Establish a land increment benefit distribution mechanism covering the country, collectives and individuals, so as to rationally increase personal benefits.
