Mr. Huang has served as executive vice president of China Construction Bank Corporation since April 2014. He is among young and middle-aged experts with outstanding contribution and entitled to the Government Special Allowance of the State Council, also a committee member of China Youth Federation, council member of China Law Society; executive council member of Chinese Association of Young Scientists and Technologists, China Administrative Law Society and China Intellectual Property Law Society; honorary chairman of Banking Law Association of China Law Society; as well as vice executive secretary and executive council member of China International Finance Association. He used to be part-time professor in Peking University, Central University of Finance and Economics, and other education research institutes.He presided over the draft and revise of some major laws and regulations including China Banking Regulatory Law, Commercial Banking Law, etc; he also wrote many books such as American Financial Modernization Act, Business Method Patent, and Reflections on Banking Regulation, Research on Banking Regulatory Law, Banking Regulation and Financial Innovation, and so on.He was a member of senior management of CCB from December 2013 to April 2014; director of Regulation Department of China Banking Regulatory Commission (CBRC) from January 2010 to December 2013; vice director to director (also the head of the Research Department) of Policy and Regulation Department of CBRC from July 2003 to January 2010; served in the People’s Bank of China (meanwhile held a temporary post as deputy director of the Sichuan Provincial Department of Finance) from April 1999 to July 2003; general manager of R&D Department of Huaxia Bank Corporation from August 1997 to April 1999. He received a Doctor’s degree of Judicial Science from Peking University in 1997.
